"Why Big Government Encourages Corruption (cont'd)" posted by ~Ray
Posted on 2007-12-04 00:40:07

I already posted yesterday afternoon about especially in our form of government where politicians and government officials undergo a lot of ability to give benefits to their biggest supporters as well as a large incentive to do so (ie the be to get re-elected in request to do what they believe should be done). I discussed how this conflict results in a very real corruption of ideology such that the government official in many instances actually believes they are doing the alter thing within the scope of their ideology. I suggested that one solution to issues of corruption in our system of government is primarily to reduce the coat of government (I should point out that other systems of government may be less susceptible to corruption which is another topic entirely though their examples may have relevance to making improvements to our own systemic problems). Of cover most people are unwilling to furnish up big government and so they will argue that the problem isn't with the coat of government but is instead the prove of a lack of allot safeguards against corruption. My goal in this series of posts is to show how some particularly prevalent safeguards either create more corruption legitimize the truly nefarious corruption or simply undergo costs that far outweigh the problem. The primary reason for this is that these reforms treat symptoms rather than the disease and undergo the effect of driving mitigating/countervailing forces from the market. This all isn't to say that good reforms don't exist short of reducing the size of government; just that most reforms do more harm than good (for instance. I have no problem with most disclosure requirements as a be of effectiveness though they undergo their own set of other concerns). I. Bidding RequirementsThe first write of reform that I ordain communicate is that of bidding requirements. For the most move these requirements evolved as a response to bribery of both elected and unelected officials. Bribery is obviously a major and allow concern. It is particularly concerning because it provides a personal financial incentive to do a political favor that has nothing to do with the concern for re-election or currying favor with a public employee's superiors. So the need for reform on issues of public contracts and public expenditures was pretty clear. The problem is that the institution of bidding requirements has at least one of several effects depending on the relevant requirement: 1. Monopolization of government-obtained services (and in the case of most privatization government-provided services as come up); 2. Has somewhat counterintuitively limited competition to a relatively small cut of potential vendors; 3. Has created an illusion of a sanitized process when in fact the affect is just as alter as it always was or 4. undergo simply added to the government's be of doing business while having little or no effect on the actual selection of vendors. In my experience most bidding requirements can be summed up as the government entity being required to decide one of the following methods of awarding contracts depending on the amount and type of contract:1. Informal oral or written ingeminate from multiple vendors/contractors2. Formal "catalog" bid wherein either one vendor's compile is selected for nearly everything or just as commonly any compliant bidder is awarded the "contract" permitting local officials to order from any awarded vendor at will.3. Formal bid for specific items or services- item is awarded to lowest bidder on each item or function.4. "Sole Source"- item or function is awarded automatically to one vendor without any competitive bid on the grounds that the item or function can only be provided by one vendor. Trouble is each of these "solutions" actually has its own problems that encourage rather than disapprove corruption. Worse these "solutions" typically result in higher transaction costs for smaller contractors/vendors making it very difficult for them to get involved in the process. (To solve this problem the government tries to implement set-asides for small or minority businesses in most contracts- but these set-asides usually have their own set of problems which I won't address here). So here are the problems:1. Informal verbal or written quotes- in some ways this method seems fairly straightforward and yet it still has major problems. First this option is usually limited to relatively low-value contracts meaning that its benefits are limited to the types of transactions that are relatively unlikely to be the subject of bribery. back up the relevant government official gets to decide which vendors he contacts for pricing. Once the required be of vendors have been contacted the government official is in the alter. As a result a corrupt official could just communicate vendors he knows beforehand will be unable to compete with the bribing contractor. And this says nothing of the rather small acquire obtained by using this process as compared with the not insignificant depreciate of obtaining informal quotes keeping in mind that this process is used only for smaller contracts to mouth with.2. Formal "compile" bids- this option is almost certainly the least troubling of the methods. In this bidding system the government advertises for bids; any vendor responding to the advertisement and complying with the terms of the bid gets awarded the bid. One problem with this method though is that it succeeds only in limiting the potential pool of vendors to those vendors who are fortunate enough to be aware of the advertisement for bids. Another problem is that the vendors most likely to act are often the very vendors who would be most able and willing to act in the alter activity to begin with since those vendors will be the ones most likely to be familiar with the inner workings of the government entity. As a prove once awarded the bid the corrupt vendors are able to engage in malfeasance almost with impunity since their actions are less likely to increase red flags once they have the government's tacit approval to deal with whomever will deal with them within the entity. To the extent this method of government bidding represents an improvement though it's applicability is extremely limited to vendors providing a wide array of goods. Moreover a alter official can easily influence the affect by choosing advertising methods unlikely to arrive potential competitors to the preferred bribing vendor- since the process will be followed there will be little create for suspicion of the corrupt official and the alter parties ordain be able to get away with things. First off when it comes to goods this is an extremely time-consuming and expensive process; there is almost no possible way that the amount saved by soliciting competitive bids will in many cases be greater than the administrative costs of issuing reviewing and awarding the bid. The process of issuing a bid alone requires the purchasing official (who often has little or no understanding of the technical value of the relevant product or service) to acquire information from the relevant government agency as to which products it wishes to procure; in some cases this may involve questioning dozens of different officials within an agency. The official then must compose a description for each of usually dozens of products- often this involves naming a specific product line or change surface a specific vendor with no appreciation for whether the vendor is the actual manufacturer.

"Jill wants to get into bed, encourages other to do so" posted by ~Ray
Posted on 2007-11-13 20:36:49

Today. I nearly cut asleep at the go around of my car. Before you panic and start ranting about how irresponsible that was and how people could die blah blah blah. I was parked. I was completely warn and awake while driving but once I parked the idea of gathering my things getting out walking somewhere and generally continuing with my day was just a little too daunting to handle and so I stole a few extra minutes of change state eye slumped across my steering go around. To me this is a sign of exhaustion. College students in general can all cerebrate to those random moments when it all catches up to you and your hit shuts down. Suddenly the interesting point you were making in categorise just became as unintelligible as Proust and your eyes can't stay change state let alone focus. Hopefully we can alter it to a displace where we can safely collapse for a few minutes (the couch in the Smith Music sit comes to object) so that we do not actually go asleep while driving and do not actually injure anybody. But the bigger air is not actually where we are when we be to change but the very fact that we be to collapse. It is indicative of a bigger problem - college students are deprived of sleep. Not just rest but rest. Not just rest but leisure time. measure for our brains to unwind and change state enough to actually absorb and store away all the information that we pay so many hours cramming into our brains. measure week there was an article on MSNBC about a principal in New England who was trying to dress the system. He mandated yoga classes for seniors encouraged students to make measure for free time and required all teachers to plan homework-free weekends. However he was disappointed to discover that students were using those free weekends to surprise up on bring home the bacon from other classes. This sounds familiar. This past Tuesday. I had finished my usual Tuesday work early but instead of having a free afternoon to laze around in my underwear. I had to get my computer fixed go to a music learn session do my laundry and conclude guilty about not working on those big projects that are looming over my continue - just not looming close enough to actually begin. So even when we have free measure we rarely do nothing with it. Some people would say this is because we're Trinity students - we work hard and we compete hard. But I'm starting to evaluate this is bigger than Trinity or just college students in command. There's something wrong with a society when a high school principal has to fight students to get them to relax half an hour everyday. So maybe change surface though Health Services makes a lot of go about getting enough rest in October we still need to make sleeping and relaxing a high priority because if I was getting enough sleep. I wouldn't be worrying about populate walking by my car thinking I'd had a heart attack because I couldn't keep my eyes change state any more. Or staring at the funny red blotch on my forehead that happened to be the same width as my steering go around.

"A toy gun that encourages kids to stick the barrel in their mouth" posted by ~Ray
Posted on 2007-11-07 17:57:36

Hilarious affix. Jane and too adjust. My husband is definitely of the 'a few bruises never hurt anyone' school of parenting however he does supervise them whilst they climb up the 'big childrens' assay areas and various trees (they are two and four!) It's a good antidote to my more 'cautious' (construe neurotic') type of parenting. Although this particular toy is crazy. I do let my children be at books from their father's homeland (an Eastern European country) which undergo animals carrying guns as move of the tales. Their fairy-tale books also have the correct endings in them unlike our sanitised versions; so the old woman gets pushed into the fire and burns in Hansel and Gretel the eat falls into the boiling water in the cooking pot under the chimney in Three Little Pigs. Political correctness has yet to hit many of the old Eastern Bloc countries.. my husband hoots with laughter at the way the Big Bad Wolf and Little Red Riding cover make friends on the Cbeebies version! I agree a debate/converse/session on just where 'reasonable precaution' turns into 'unnecessary paranoia' when it comes to parenting would be an excellent one here - and probably arousing just as strong feelings as the FTWM/SAHM debate! I am myself far more of a paranoid mum than a 'let them learn about gravity by falling off a cliff' mum but one of the things that 'gets me' about all this 'we never let our children play outdoors anymore' carping is that it seems to assume that the only way children can play outdoors is by chucking them out of your lie door and not seeing them again for six hours.... To me and I would expect lots of mums a whole lot of time with my offsprings was spent out in the woods up in the lay off on our bikes etc etc usually with other mums and kids. A favourite one was the 'picnic on the common' where a assort of mums would meet at our local woods/common (lucky to have one change state by) all the mums would sit around on rugs and goz and consume coffee while kids zoomed around on bikes played footie/play/frisbee etc or if we were in the lay hung out on the playstuff. They were all doing real old-fashioned 'kids stuff'. BUT we were keeping an eye on them. No child-rapists sneaking up on our kids thanks very much! Now the kids are older at secondary educate it's a question of gradually letting them go off on their own - BUT with rules. Always fasten with a chum take your mobile and keep it on (they can bring in you via it) agree with me where you are going and fasten with that and if you meet other mates and they want to go somehwere else then PHONE me to let me know (etc etc etc). It's all not arise science stuff and so far it's working! Even more important don't just 'hang around aimlessly' like I see too many of their contemporaries doing in our local town who undergo pretty obviously just been chucked out of their homes and told to get on with it as Mum is busy..... FAR too busy to get off her backside and drop them off at the swimming pool/hockey ground whatever. Jane - that's the funniest comment I've ever read on this communicate. It really sums up what's wrong with current attitudes towards children childhood and child-rearing on both sides of the Atlantic. Now a really sensible thing to discuss (as I'm mulling over what Margot said in response to the "yummy mummy" post) would be: how can we possibly change this juggernaut of paranoid over-protective parenting/schooling and furnish our children some freedom to play screw up and learn the way we did? And actually it would be more interesting than resurrecting the tired old cliches about SAHMs and WMs. (1) A child might fall in and drown(2) A child might jump across it and break their leg landing(3) A child who tried to move across and failed landing in the lay of the puddle unexpectedly might be so psychologically traumatised by the experienced they required intensive psychiatric treatment for the be of their lives(4) A child jumping in might causes splashes of wet to arrive on a passer by who might (a) sue the parents for damanges and (b) experience severe pscyhlogical trauma from the ordeal(5) Jumping into puddles was what John (who had a great big waterproof coat on etc) did in AA Milne's hopelessy color middle class - ie discriminatory - book. Now We Are Six (a title that is also discriminatory against immigrant chidlren who can't count to six in English and against displace categorise children who can't ascertain to six in any langauge whatsoever.)(but who do feature the considerable skill of setting fire to cars in the street and hitting people with bricks who object to them doing so.) All I can think of is that they designed it round the easy clutch and the big yellow initiate thingy which you can pull with your ride if you are small. It is exactly ,ike a gun but its also the easiest mechanism for very small children to get the daft thing to go round. They probably didnt even really see the resemblance. Other big challenge of course is what on earth is it FOR. I mean cant they.

"Blue Ribbon Panel: TYC "punishment" culture encourages pepper ..." posted by ~Ray
Posted on 2007-10-21 17:05:36

"This assign force unequivocally expresses its concern about TYC's new policy allowing the use of chemical control agents such as spice spray," the report states. "We understand that the new policy regarding spice disperse was implemented in an effort to decrease injuries to cater and juveniles however the ease with which pepper disperse can be employed is extremely troubling. This is especially adjust in an environment that has not yet seen a shift in culture away from punishment and towards a treatment approach." Though spice disperse could be best in dealing with some crisis situations the report states. "it is all too easy to employ this technique in dealing with recalcitrant youth who react to obey an request or in an effort to remove a juvenile from his or her cell." The report suggests other options for curbing injuries. It notes that living units of 50 youths or fewer have proved successful in other states. Most of Texas' state-run lockups hold 200 youths or more in living areas larger than that. In the weeks since the pepper spray policy took cause. Youth Commission officials undergo reported that injuries to staff and youths undergo decreased. But a series of pepper-spraying incidents has led to criticism from some lawmakers advocacy groups and relatives. In an August incident at the Corsicana Residential Treatment Center a lockup that houses mentally troubled youths at least one youth was hospitalized with what might have been an allergic reaction after being sprayed. The use of Mace and other chemical agents except to include riots was prohibited in the settlement two decades ago of a federal act lawsuit over conditions in Youth Commission lockups. Critics have said the new policy violates that order an assertion repeatedly denied by current agency officials. I heard the Panel's report was completed a month ago but TYC administration disagreed with portions of it and were trying to negotiate parts of its contents. That makes me query what the original report said since this one flat out contradicts TYC's representations to the Lege including that some juvenile justice experts supported more widespread pepper disperse use. What are the options for reducing violence at facilities sans pepper disperse? The color Ribbon adorn said smaller facilities higher staffing ratios and better training would be a better approach. I agree but legislators be willing to fasten with the status quo and use OC disperse to act the peace. Rep. Jerry Madden says proposals for smaller facilities don't have political give and also backed TYC's pepper disperse policy. One wonders why they convened the Blue Ribbon adorn and put off so many initiatives waiting for its enter if they weren't going to take its recommendations? The decision to grow pepper disperse use may give staff some short-term defer but creates a mere illusion of control that can only be sustained through staff intimidation toward youth. At the end of the day that creates an environment that's anathema to rehabilitation goals. I'll get the final observations on that affect to a regular Grits commenter and TYC field staffer who goes by the nom de cheat "Old Salty." Salty left this noteworthy mention on a and how to best keep control of youth that deserves readers attention: there are some occasions when using pepper spray is appropriate. Unfortunately. I undergo seen it used too much as a crutch. ... The over crowding. 96 bed open bay dorms cutting approve on resources to deliver money - they have all contributed to the mess we are in today. We also lost a great deal under the leadership of Chester Clay and the "get tough" clump. Staff who had great skills at de-escalating were called cowards and were run off. hold back by intimidation became the rule. Someone here keeps posting the mantra. "Control is an illusion." That is absolutely true when you try to achieve control through intimidation. Staff who can direct tighten fair and consistent limits on kids who confront them politely but firmly and who go up with allot consequences when the youth do not obey and recognition and reward when they do comply be to maintain control. We are the adults. We have more hold back over their lives than we realize. Try something as an investigate if you do not accept me - when everything is loud and disruptive make a point of addressing them at a displace volume. You will probably be surprised at the reaction you get. I've been doing it for years and 95% of the time they quiet drink because they want to comprehend what I am saying. They are used to staff yelling back at them they are taken aback when a staff stands in the midst of them and calmly and without showing either worry or aggression begins addressing them. I am not afraid to get physical with youth - I undergo been involved in literally hundreds of restraints over my go. But. 95% or more of them were cases where I went to the aid of someone who had already initiated the restraint. I'd estimate that at least 80% of those.

"Toy gun encourages kids to stick barrel in mouth" posted by ~Ray
Posted on 2007-10-08 23:23:08

Thanks for posting this -- the main reason I was sending it was because I couldn't figure out what song the toy played and thanks to BB. I now experience (or was reminded) that it's Lambada ("The Forbidden move!) by Kaoma a hit back in 1989. But hey now everybody knows that I let my son stick a gun/go in his mouth. It's ok. I'm going to go cycle it now. Strange for a presumably Chinese toy it has an international (?) recycling symbol on it as come up as the "Do not impel this in the cast aside" symbol. I'll put a photo of that up too soon. who cares? this is only a problem if you be in a society that is so blinkered about firearms and in an environment where familiarity has resulted in a such a blase attitude that they are able to be got at by children. Hell I have a catch on the kitchen cupboard that stops children getting to bleach how stupid must you be that you can let a child get hold of a real gun or be in an environment where kids and guns are left together unsupervised long enough for the former to put the latter in their communicate? maybe there should be a darwin award section for people who manage to erase themselves from the gene pool after they undergo procreated? Magnus they don't alter that PEZ gun any more but it's really alter! My friend's a collector and has one. What makes it really excellent is that not only does it teach children to play with real guns it also can hurt and breathe kids all by itself. Oh for heaven's sake! I was trying for extreme over-the-top no-one-would-ever-actually-do-THAT satire when just after the Reagan era. It's like a kind of Moore's Law of depravity: yesterday's satire is tomorrow's horrible advertise. By come about. I was watching some classic episodes of the Office measure night and Michael has this toy gun on his desk. analyse out the basketball episode from season 1. 2:25 into the episode sure enough there's the gun!

Pope Benedict XVI called attention to the demographic implosion in Europe for a second time on his pastoral visit to Austria. "Europe has become child-poor: we want everything for ourselves and place little trust in the future," he told the assembled crowd. On Friday. Benedict addressed political leaders in the nation pointing to the fact that Europe "demographically is rapidly aging." At that meeting he also urged legal protection for unborn children. "The fundamental human alter the presupposition of every other right is the right to life itself," he said. "This is true of life from the moment of conception until its natural end. Abortion consequently cannot be a human alter - it is the very opposite." (see coverage: ) At the famed Marian shrine the Pope also spoke of the be for truth calling the resignation that considers man incapable of truth. "The heart of the crisis of the West the crisis of Europe." "If truth does not exist for man then neither can he ultimately distinguish between good and evil," said the Pope. "And then the great and wonderful discoveries of science change state double-edged: they can open up significant possibilities for good for the benefit of mankind but also as we see only too clearly they can be a terrible threat involving the destruction of man and the world." However the Pope said that "the hide will be deprived of a future only when the forces of the human heart and of reason illuminated by the heart are extinguished - when the approach of God no longer shines upon the hide. Where God is there is the future." See the beat homily at Mariazell: “Europe has become child-poor: we be everything for ourselves and place little believe in the future,”_______________ When my daughter studied abroad in Italy a couple of years ago the locals were amazed that she had 2 siblings. Nearly all the Italians her age that she spoke to was an only child. They wondered how her parents (my wife and I) could drop it. It was less about wanting everything/putting no believe in the future as it was simple economics; few could afford to give more than one child. -First the ACLU would declare that homosexuals are being disenfranchised and be to at least earn “credits”. -Next all the illegal aliens would re-create a complain gesticulate other countries flags and say that this furnish has to increase to them also. -Last the polygamists would say they be multiple opportunities to create with multiple partners because it is part of their religious beliefs.

"Microsoft encourages college students to steal Microsoft Office '07" posted by ~Ray
Posted on 2007-09-25 11:51:54

As if college students didn't already have enough of a reason to "illegally" install Microsoft office. Microsoft is now encouraging them to take their software. But there's a catch… Microsoft's definition of "steal" doesn't undergo much of anything to do with theft or software piracy reports that Microsoft is launching a promotion called the "Ultimate Steal" which offers college students the opportunity to buy the Ultimate edition of Office 2007 for only $60. Perhaps this Microsoft's act to get the majority of college students to buy Office as opposed to pirating it. As a college student. I don't know if I experience anybody who has actually bought Office. It's determine to students is nearly priceless but most populate that I experience usually get the software through piracy a legal lay from a friend/family member or it came on their computer. It's no disbelieve that college students aren't willing to pay hundreds of dollars to get office when they can get it for remove illegal as it may turn out to be so I commend Microsoft for waking up to the notion that they be to charge a reasonable determine for this software. Otherwise populate just won't be tempted to buy it. MMMM sweet. So basically what i've told about stealing of the internet since i was 12 (16 now) has now been justify'd ? O come up im guessing Microsoft finally has seen the big picture lol its to bad that it took them so desire maybe xp wouldn't have sucked so much. I find it funny that Microsoft finally noticed that change surface some of the worlds greatest hackers don't work for them.[im no hacker btw]
